ALLEN REPLACEMENT ELEMENTARY SCHOOL <br />OFF-SITE UTILITY AND ROAD WIDENING EASEMENTS <br />Cabarrus County Schools (CCS) has been negotiating with seventeen (17) different <br />property owners in the area of the new A.T. Allen Elementary School to secure <br />easements for the installation of an off-site water main and aforced-main sewer line <br />to serve the new school, as well as required road improvements. <br />To date, seven of the easement agreements have been signed by the landowners <br />and CCS and they have been recorded. These agreements, which you have before <br />you today, have been submitted for your final review and approval. <br />Six (6) of the remaining ten (10) easement agreements have been signed and we are <br />only waiting for W-9 forms to be provided by the landowners in order for these <br />agreements to be complete and ready to submit to you. The other four (4) easement <br />agreements have been negotiated and are nearly complete pending final language <br />changes, and/or completion of a survey. <br />CCS has committed approximately 33% of the project funds identified for utility and <br />road right-of-way easements and related costs at this time. We anticipate that once <br />all the easements are negotiated and fully executed and all engineering and <br />construction costs related to satisfying the requirements of the agreements are met, <br />we will only spend between 70% and 75% of the allocated funds. The remaining <br />funds, approximately $75,000 to $100,000 will be returned to the County to meet <br />other needs. <br />We appreciate your cooperation in reviewing and approving these agreements in <br />smaller groups as they become available.
