Community Service Coordinator; one member from the service areas of Mental Health, <br />Public Health, Substance Abuse, Employment and Training, Community Based Corrections <br />Program and Victim Services Program; Member of the Business Community, Victim of <br />Crime and other At Large Members. Appointments are for terms of three years. <br />DEPARTMENT OF AGING ADVISORY BOARD <br />This advisory board helps to determine the senior citizen activities to be provided by the <br />County as well as the activities and operation of the Senior Center. The 15-member board <br />works closely with the Department of Aging. Appointments are for terms of three years. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) industrial <br />and manufacturing facilities which provide job opportunities or better ways to help alleviate <br />unemployment and raise below-average manufacturing wages and (2) pollution control <br />facilities for industries. The 7-member authority meets as needed. Appointments are for <br />terms of six years. <br />JUVENILE CRIME PREVENTION COUNCIL <br />The council plans for the needs of adjudicated and at-risk youth and assesses the need for <br />delinquency treatment and prevention services in Cabarrus County. The 25-member council <br />is made up of a variety of judicial and public agency representatives as well as seven at- <br />large members. Appointments are for terms of two years. <br />NURSING HOME COMMUNITY ADVISORY COMMITTEE <br />This committee seeks to maintain the intent of the Nursing Home Residents Bill of Rights for <br />those persons residing in nursing homes, works to ensure appropriate conditions within the <br />nursing homes and promotes community involvement with those homes. Members cannot <br />be employed by a nursing home nor have any financial interest, directly or indirectly, in a <br />nursing home. Also, no immediate family of a nursing home resident in Cabarrus County <br />can serve on the committee. Initial appointments are made for terms of one year with <br />successive appointments of three years. <br />PARKS COMMISSION <br />This commission advises on parks and recreation needs of County residents and assists <br />the Parks and Recreation Department in planning facilities and operational activities. The <br />11-member commission includes a representative from each of the seven planning areas <br />(Concord, Eastern, Kannapolis, Central, Midland, Northwest Cabarrus and Harrisburg), 2 <br />at-large representatives, one representative from the Cabarrus School Board and one <br />representative from the Kannapolis School Board. Appointments are for three year <br />terms. <br />REGION F AGING ADVISORY COMMITTEE <br />This committee advises the Centralina Council of Governments (COG) staff and COG Board <br />on area plans for the aging within the nine-county region. County Commissioners appoint <br />three members and one alternate to the 26-member regional committee.
