Winkler Middle School -Status of Unsuitable Solis, Mass and Trench Rock <br />Allowances <br />Attachments: 11-20-09 Status of Allowances.pdf <br />Susan: Attached is a letter from the architect, Steve Wallace, of Morris Berg Architects, and also data sheets for three <br />project allowance funds covering "Unsuitable Soils", "Mass Rock", and "Trench Rock". As Steve has noted in his letter, all <br />of these funds are now in a deficit condition due to the amount of poor soils and rock that have been encountered on the <br />site. We have been approving the work in the hope that our allowances would cover these conditions and additional <br />costs. However, as S#eve has pointed out, we are a total of over $36,600 over our budget allowances at this time. <br />In addition, we have significant work that still remains on the site that will require excavation. This work includes <br />excavation for the sloped floor in the Auditorium, additional excavation for site utilities, excavation far water cisterns that <br />will provide water to the playing fields and other landscaping features, and excavation for more wall footings. Our <br />experience on the site suggests that a good deal of this work will require removal of poor soils andlor rock. We also have <br />between 12,000 and 15,000 cubic yards of rock that must be either buried on site or removed from the site as a result of <br />previous excavation work. <br />As a result of all this, we are requesting that the County move $250,000 from exis#ing contingency funds to the "Lump <br />Sum Allowance" fund for the project so that the monies can be used to address the current deficit in the unsuitable soils <br />and rock removal allowances as well as to provide a source of funds for handling any future unsuitable soils and rack <br />removal we encounter at the site. This wil! allow the project to continue to move forward in a timely manner and bring this <br />much needed school project to completion. <br />The Cabarrus County Schools Board of Education approved this action at its fast meeting and directed my office to <br />proceed with this request to the County Commissioners.
