~~~`~-, <br />~o«Imor <br />----~,RiN CAfl t1MA <br />Address Improvement Program for Cabarrus Counfy <br />Cabarrus County has determined that its address information, as used by virtually all County departments <br />and agencies, is incomplete, and not maintained in a way to make it useful to all. The Address Improvement <br />Program, based on studies completed in the summer and fall of 2007, encompasses the work needed to <br />collect, complete and standardize the addresses, and create a master address repository to maintain them. <br />As addresses are the most commonly used identifier for the location of people, places and events, it is <br />important both for emergency responders and County personnel to have complete, correct and <br />geographically located address information readily available. <br />Background: <br />• Initial evaluation completed in June, 2007. <br />• Detailed addressing process and data evaluation conducted September -November, 2007. <br />• Address Improvement Plan and Design completed November, 2007. <br />• Proposal to implement address quality improvements submitted November, 2007. <br />Benefits to Cabarrus County <br />• Improved public safety (faster, more accurate dispatching of emergency responders) <br />• Improved efficiency of general government services <br />• Ability to obtain all information associated with an address from one source <br />• Better public service <br />Project Components <br />• Collection and quality review of all address data throughout the County <br />• Standardization of address data for all departments <br />• Improvements to addressing processes <br />• Implementation of Master Address Repository <br />• Creation of computerized tools for creation, maintenance and validation of addresses <br />• Development of reports for Local Update of Census Addresses (LUCA) program to improve accuracy <br />of Census in 2010 <br />Cost <br />• Approximately $200,000, including consulting fees and interns to do research and quality reviews. <br />• Can be paid for with E-911 funds (per Richard Taylor) <br />Timing <br />• Local Update of Census Addresses must be completed by April 1, 2008. <br />• Scheduled to dovetail with implementation of Accela system for permit tracking in Planning2oning <br />(July 2008) <br />• Scheduled to link with new Computer Aided Dispatch and Records Management Systems in E-911. <br />(3rO Quarter, 2008) <br />Spatial Focus, Inc., January 2008 <br />~~ <br />
