MEMORANDUM <br />To: Cabarrus County Boazd of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information fox Quail Haven <br />Date: 2/4/2008 <br />The Quail Haven subdivision was approved by the Concord Plannnig and Zoning Board on Apri118, <br />2006. This project was submitted for preliminary plat approval in May 2006 and is subject to the <br />APFO in effect prior to August 20, 2007. The Cabarrus County Board of Commissioners previously <br />approved a Consent Agreement for this subdivision development. The existing Consent Agreement <br />is set to expire on April 18, 2008. The developer is seeking an extension of the existing agreement. <br />This subdivision is approved fox 563 single-family lots on +/- 281.5 acres and is located on Odell <br />School Road. The specifics of the agreement are as follows: <br />Developer -Quail Haven, LLC, P.O. Box 1111, Concord, NC 28027. <br />Payment of $4034 per lot will be due at Final Platting. <br />Proposed build out schedule is no more 50 single-family lots to be platted in 2006; no more <br />than 100 single-family lots to be platted in 2007; no more than 100 single-family lots to be <br />platted in 2008; no more than 100 single-family lots to be platted in 2009; and, no more than <br />100 single-family lots to be platted in 2010. (Note: The developer is requesting to keep their <br />platting schedule of 250 lots currently approved through 2008 as a part of the consent <br />agreement extension.) <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Quail Haven subdivision are currently functioning at the following <br />capacities: <br />Note: These percentages are based on the enrollment figures from January 4, 2008. <br />W.R. Odell Elementary School - 90.44% <br />Harris Road Middle School - 113.87% <br />Northwest Cabarrus High School - 121.66% <br />The following percentages indicate only the impact of the Quail Haven subdivision project on these <br />attendance areas and do not include previously approved subdivisions. <br />W.R. Odell Elementary School - 107.90% <br />Harris Road Middle School -120.59% <br />Northwest Cabarrus High School - 126.28% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Quail Haven subdivision project: <br />W.R. Odell Elementary School - 209.95% <br />Harris Road Middle School - 155.38% <br />Northwest Cabarms High School - 186.44% <br />G-~ <br />
