Durham, Vice Chair December 13, 2007 Dear CountylCity Manager Finance Director 911 Director Collection and disbursement of a11911 fees in North Carolina will change on January 1, 2008. These changes arise from Session Law 2007-383, signed by Governor Easley on 19 August 2007. An electronic copy o£this new law is available at: http://www.ncgastate.nc.us/EnactedLegislation/SessionLaws/PDF/2007-2008/SL2007-383.pdf All 911 service fees will be collected at the rate of $.70 for each connection. Providers, both wireline and wireless, will collect these fees and remit them to the North Carolina 911 Board for administration. Local governments will not collect 911 service fees after January 1, 2008. Remittances from vrireline providers are anticipated for receipt by the 911 Board in February. Disbursements from these receipts are anticipated for March 2008. Disbursements from wireless fees receipts will continue in January and February of 2008 as in prior months. All funds zeceived by local government agencies from the 911 Board should be placed in a special revenue fund designated as the Emergency Telephone System Fund. Any fund balance of tandine lino fees collected prior to January 1, 2008 transfer to the general fund of the local governing entity. This transfer is explained in Section 2(b) of SL 2007-383. The 911 Board will be a new Board consisting of 12 members from the Wireless 911 Board and 5 additional new members.
