MEMORANDUM
To: Cabarrus County Board of Commissioners
From: Kassie Goodson Watts/Planner
Subject: Reservation of Capacity and Capacity Schedule for Alexander Estates
Date: 4/14/2008
Mr. Brian Huntley, (10931 Williams Road, Charlotte, NC 2822" requests a xeseroation of capacity
for Alexander Estates Subdivision, which consists of 19 single-family residential lots on +/- 54.35
acres located north of the intersection of Lower Rocky River Road and Morrison Road in
unincorporated Cabarrus County.
School Capacity Review
Alexander Estates subdivision will produce 11 students. The schools impacted by the subdivision aze
Bethel Elementary School, C.C. Griffin Middle School and Hickory Ridge High School.
The county's capital improvements plan (CIP) includes construction of an A.T. Allen Elementary
replacement in 2009 and the construction of two new elementary schools to be occupied in 2010.
One to be located southeast of Rocky Rivet Elementary on the Grace site, the other located south of
Harrisburg. These schools would relieve A.T. Allen, Bethel, Harrisburg, and Rocky Rivet Elementary
Schools.
The CIP also includes construction of a new middle school in 2010 south of Harrisburg that would
relieve C.C. Griffin Middle School, Mt. Pleasant Middle School and J.N. Fries Middle School.
The following table indicates the available school capacity, based on current conditions and the CIP:

School Current
Available
Ca aci Planned
Capacity
2 Yrs Planned
Capacity
5 Yrs
Bethel Elements School -534 -312 -312
C.C. School capacity is also inadequate for this subdivision at the five
year review level. (Note that according to Section 15-11, Number 5 of the APFO, future available
capacity must be "...greater than or equal to the projected enrollment that will be produced by the
proposed development fox all school types," not just one ox two).
G-a
