MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Reservation of Capacity and Capacity Schedule fox Founder's Reserve <br />Date: 4/14/2008 <br />Park Stone West, LLC., (321 North Graham Street, Charlotte, NC 28202) is requesting a reservation <br />of capacity for the Founder's Reserve subdivision, which consists of 43 single-family residential lots <br />on +/- 42 acres located off Highway 49 behind the Eldorado Hills subdivision in Harrisburg, North <br />Carolina. <br />School Capacity Review <br />The Founder's Reserve subdivision will produce 25 students. The schools impacted by the <br />subdivision are Pitts School Road Elementary School, J. N. Fries Middle School and Hickory Ridge <br />High School. <br />The county's capital improvements plan (CIP) includes construction of a new middle school in 2010 <br />south of Harrisburg that would relieve C.C. Griffin Middle School and J. N. Fries Middle School. <br />The CIP also includes a 200 seat addition/renovation to J.N. Fries Middle School in 2010. <br />The CIP includes a new high school for 2011 in the west central area of the county. Fries Middle School -18 538 538 <br />Hicko Rid a Hi h School 399 399 954 <br />This table assumes that no redistricting occurs either before or after the new schools planned or <br />under construction are opened. <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist currently for this subdivision, nor does <br />it exist at the two year and five year review levels. (Note that according to Section 15-11, Number 4, <br />of the APFO, "...future available capacity must be "...equal to or greater than the projected <br />G-3 <br />
