MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Reservation of Capacity and Capacity Schedule for Mandan X, LLC <br />Date: 4/14/2008 <br />B.J. McCornuck Contracting, Inc., (P.O. Box 1321, Concord, NC 28026-1321) is requesting a <br />reservation of capacity for the Mandan X, LLC apattrnent project, which consists of 168 multi-family <br />residential apartrnent units on +/- 11.73 acres located at 3000 Poplar Tent Road in Concord, North <br />Carolina. <br />School Capacity Review <br />The Mandan X, LLC apartment project will produce 47 students. The schools impacted by the <br />project are Weddington Hills Elementary School, Concord Middle School and Concord High School. <br />The Weddington Hills Elementary School currently has 11 available seats. There axe no school <br />construction improvements listed in the county's capital improvement plan (CIP) that will increase <br />the number of seats within the next two or five years. The Mandan X, LLC Project will add 47 <br />additional students, creating a deficit of 36 seats, therefore adequate school capacity does not exist <br />currently for this apartment project at the Weddington Hills Elementary School. Based on the <br />absence of improvements in the CIP, adequacy does not exist at the two yeaz or five year review <br />levels for the elementary school. <br />The following table indicates available and planned school capacity, based on current conditions and <br />the CIP: <br /> <br /> <br />School Current <br />Available <br />Ca aci Planned <br />Capacity <br />2 Yrs Planned <br />Capacity <br />5 Yrs <br />Weddin ton Hills Elements 11 11 11 <br />Concord Middle School 195 195 195 <br />Concord Hi h School 484 484 484 <br />This table assumes that no redistricting occurs either before or afrex the new schools planned or <br />under construction axe opened. <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist currently for this apartment project nor <br />does it exist at the two year and five year review levels for the elementary school. (Note that <br />according to Section 15-11, Number 4, of the APFO, "...future available capacity must be "...equal <br />to or greater than the projected enrollment that will be produced by the proposed development fox <br />all school types," not just one ox two.) <br />G" ~ <br />
