MEMORANDUM <br />To: Cabaxrus County Board of Commissioners <br />Ftom: Kassie Goodson Watts/Planner <br />Subject: Reservation of Capacity and Capacity Schedule for Meadow Creek Apartments <br />Date: 4/14/2008 <br />GHI of West Palm Beach, LLC (10312 Annie Oakley Trail, Charlotte, NC 28227) requests a <br />reservation of capacity for the Meadow Creek Apartments Project, which consists of lmulti-family <br />residential building with 14 apartment units on +/- 4.717 acres located at the intersection of Easy <br />Street and Highland Street in the City of Kannapolis. This is an additional phase of an existing multi- <br />family project. <br />School Capacity Review <br />Meadow Creek Apartments will produce 4 students. The schools impacted by the project axe <br />Winecoff Elementary School, Northwest Cabams Middle School and Northwest Cabaxrus High <br />School. <br />Cox Mill High School, which is under construction, is projected to open in 2010 in the western part <br />of Cabaxrus County. This school will relieve Northwest Cabaxrus and Jay M. Robinson High Schools. <br />The county's capital improvements plan (CIP) includes construction of a new middle school in 2010 <br />in the south central part of the County that would relieve Northwest Cabaxrus Middle School, Hams <br />Road Middle School and J.N. Fries Middle School. The CIP also includes a 175-seat addition to <br />Northwest Cabaxrus Middle School. <br />The following table indicates the available school capacity, based on current conditions and the CIP: <br /> <br /> <br />School Current <br />Available <br />Ca aci Planned <br />Capacity <br />2 Yrs Planned <br />Capacity <br />5 Yrs <br />Winecoff Elements School -91 -91 -91 <br />Northwest Cabaxrus Middle School -77 145 339 <br />Northwest Cabaxrus Hi h School -647 685 685 <br />This table assumes that no redistricting occurs either before ox after the new schools planned ox <br />under construction are opened. <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist currently, nor does it exist for this <br />subdivision at the two year level. School capacity is also inadequate for this subdivision at the five <br />year review level. (Note that according to Section 15-11, Number 5 of the APFO, future available <br />capacity must be "...greater than or equal to the projected enrollment that will be produced by the <br />proposed development for all school types," not just one ox two). <br />(T7"S <br />
