CABARRUS COUNTY
EMERGENCY MANAGEMENT
MEMORANDUM
Date: Apri129, 2008
To: Cabarrus County
Board of Commissioners
From: Steven Langer
Cabarrus County Fire Marshal
Re: Boundary changes to the Cabarrus County
Fire Insurance Districts for Midland and Flowes Store Fire Department
In August of 2005 the Department of Insurance conducted an inspection of Cabarrus
County Fire Departments. As a result of this inspection there were several districts that
were identified as having areas beyond 6 miles from the fire station. This placed a
number of residents within these districts in a class 10 rating which is considered
unprotected and raising their insurance premiums.
In some cases this issue was easily fixed by moving the boundary lines and placing
residents in a different fire district. However, there are three districts that the only
solution was to build anew fire station. Last year the Cabarrus County Board of
Commissioners assisted the Midland Fire Department with funding to do just that. With
this new station we are now able to provide fire protection to a large area in the Flowes
Store Fire District that is currently unprotected.
As a result of this new station the Fire Marshal's Office along with the assistants of both
Fire Department Chief's, have redrawn the disMct boundary line between Midland and
Flowes Store Fire Department as indicated on the attached maps. The two maps meet the
requirements of the Department of Insurance and have been approved by the state.
A public hearing is required under Senate Bi11386. We request that this public hearing
beheld at the Board of Commissioners June meeting on the district changes and consider
approval of our recommendations.
Emergency Managemene and Fire Marshal's Office
85 Church Street, SE.
