I'uhlic Srffr:tr <br />Law enforcement is less of an issue here relative to other areas of the county. The <br />Cabatnts County Sheriffs Department and City of Concord Police Department serve <br />their respective portions of the Central Area. As shown on the Community Facilities Map <br />(Figure 8), the city's police department is located in downtown Concord and the sheriff`s <br />department operates sub-stations at the Cabartus Arena, at the Mt. Pleasant Town Hall <br />and at the Midland Town Hall. Both departments are responsible for multi-faceted <br />aspects of law enforcement, but due to size and geography, the sheriff s department <br />handles considerably more transportation-related duties. In the Central Area, the traffic <br />congestion, particularly near schools during peak periods, is an issue. Ongoing <br />communication and meetings held monthly to discuss common issues of concern enhance <br />coordination between departments. <br />There are five fire departments in the study area (see Figttre <br />9, Community Facilities.Map). While the number of fire <br />stations and the amount of equipment is sufficient to serve <br />the Central Area today, like law enforcement, there will be <br />needs for additional staff as growth continues. <br />C.fbr(Ir%NS <br />There are no public libraries within the Central Area, <br />The closest libraries are located in Concord and Mt. <br />Pleasant. <br />~.9 Historic and Cultural R~soutc~s <br />The Stonewall Jackson Training School site, <br />owned by the state, has within it the only <br />designated historic district in the study area (see <br />Figure 2, Existing Land Use Map). According to <br />some of the stakeholders participating. in the <br />planning process, there has been limited interest <br />in the community in preserving a few of the <br />unique cottages constructed on the site that <br />housed boys at the institution, which opened in <br />the 1930s. Relatively little has been done to preserve historic and cultural resources in the <br />study area, although stakeholders indicated that there are several types of structures and <br />sites worthy of preservation.
