Using <br />the proposed districts, Concord, Kannapolis and Cabarrus County should <br />revise their current zoning maps to match the proposed land use categories <br />shown on the plan. Refer to Figure 3 :(county Zoning). <br />(LU-4) Ensure housing availability for ail income ranges in the Central Area. <br />Consider opportunities for affordable housing measures to supplement. standard <br />Federal. programs such as HOPE: VI or Section 8 rental vouchers, which are <br />important means of providing housing. for theaowest-income.househotds. Other <br />standard financing techniques include tax credit and grant programs. <br />Strategies may include any of the following:. <br />o Adopt an inclusionaryzoning.ordinance for predictability and consistency <br />in application. This strategy is supported by case study research, however, <br />additional studies are needed for the study area to detetrnine affordability <br />ranges, percentage of units to be set aside, alternatives to on-site <br />construction, incentives and other factors to ensure success. The <br />developer, business and homebuilder community should be engaged in the <br />process of evaluating this strategy. <br />o Establish partnerships with non-profit groups to allow the peivate sector to <br />create affordable housing;. This may include a requirement for-wand <br />dedication to a communitywandtrust where housing may be constructed <br />by the community land trust or an outside developer. Another option is to <br />work. with groups such as Habitat for Humanity. <br />o To supplement the existing Manufactured Home .Overlay Districts <br />(MHOI)s), adopt new and use regulations or modify existing regulations <br />to further promote a variety of housing•types. <br />o Consider trategies to reduce non-housing;costssuch as transportation and <br />utilities. This includes promoting mixed-use, considering transit options <br />and densities in appropriate locations. Regarding utilities, energy-efficient <br />.homes can help residents save on energy costs. <br />(LU-5) Accommodate retail space in primarily four key areas that are easily <br />accessed and can support such development. <br /> <br />
