(Note: the Cabarrus-Rowan MPO is currently in the process <br />oFconducting an update to its LRTP). <br />Should the bypass remain a part of the plan,. <br />participants in the planning process widely <br />agreed that the street design for the new <br />bypass should be responsive to the rural <br />context through which it passes. Access. management <br />strategies would. likewise be a part of the design in an effort to enhance safety and. <br />maintain traffic operations. Other features that may help the roadway blend in with <br />the terrain include: exclusion of curb and-gutter, instead using a:natural filtration <br />strategy that includes the use of natural swales; implementation of heavily planted <br />medians; and reduction of the amount of disturbance to the azea outside the right-of- <br />way during construction in order to allow for a preservation buffer. <br />^ NC 49 <br />NC 49 is the major east-west corridor within the Cabamts County Central Area Plan <br />study area, functioning as a workhorse streetfor the community and connecting <br />ultimately to I-485: in the west. With few alternatives for east-west travel, <br />investments in capacity and operational improvements to the NC 49 corridor will be <br />critical for its continued operability. At this time, NC 49 is primarily afoot-lane <br />divided roadway through the study area. <br />In order for this road to continue to perform. at acceptable levels, it is recommended <br />that a series of access management strategies be employed. NCDOT's access <br />management guidelines should be utilized when developing this set of <br />recommendations. In addition, it is recommended t~tat this corridor be protected <br />through policies and strategies that can be implemented at the county,. cityor MPO <br />level. One of the most effective policies that could be implemented would be to <br />require all TIA's requesting driveway access to NC 49 to demonstrate therneed for <br />access, first exploring the possibilities for connections to side streets. <br />^ Roberta Church Road Extension (WestsideBypass/Kannapolis Pazkway) <br />The Roberta Church Road Extension is currently being proposed to provide a <br />connection between I-85 and NC 49.
