Detailed Description of KKC's Understanding and Approach to the <br />Proiect <br />KKC has a very good understanding of the operation of detention centers in North <br />Carolina. Our experience over the last twelve years has involved every aspect of facility <br />maintenance managemen# that is conceivable in that environment. This vast amount of <br />experience will be utilized in forming the basis of our operational plans for the Cabarrus <br />County facilities. <br />We have identified a Facility Manager from within our company who is a current <br />resident of Cabanvs County and has been with KKC in a operations supervisory position <br />for the last seven years. Additionally, other approved positions for this assignment will be <br />advertised within our company locally in order to allow our personnel the opportunity to <br />transfer. <br />KKC will be assigning an experienced transition team from its Mecklenburg <br />County facilities in order to "ramp up" the project. During the first thirty (30} days, the <br />on site staffand the transition team will be involved in training on the new building <br />systems in conjunction with the facility contractor and their subcontractors. In this <br />particular instance, we have a very long standing working relationship with most all of <br />the subcontractors. As we gather information on the building systems, we will be loading <br />this information into our new Computerized Maintenance Management System {CMMS}. <br />While learning the new building systems, our staff will also provide additional <br />support to prepare the facility for opening and, where appropriate, any inmate arrival. All <br />staff members will be trained in the operational philosophies that KKC installs in all of <br />its employees. These include key topics from our Standard Operating Procedures Manual <br />(see Table of Contents for such Exhibits).
