<br />CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX I <br />PUBLIC WORKS <br />(General Services /Solid Waste Management) <br />I. PURPOSE <br />This annex describes the actions necessary to provide essential public works services <br />during an emergency situation. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. In non-emergency periods, the role of General Services is the maintenance of <br />county-owned/Ieased buildings and grounds, county vehicle fleets, generators, and other <br />equipment. The General Services Department maintains the grounds for all county <br />recreation facilities. <br />2. County Government facilities must remain open during emergency situations. <br />Any damage to these facilities or the entry and exit routes to them must be repaired or <br />} contained to permit the staff to conduct recovery operations and resume normal <br />operations. <br />3. There is frequently an immediate need for manpower and equipment to remove <br />obstructions or debris from roads and government facilities: <br />4. The municipalities within the county that have public works capabilities will <br />conduct similar tasks to restore services. The county may ealI upon these agencies to <br />assist in response and recovery operations during an emergency. <br />B. Assumptions. <br />1. General Services has a limited capability to repair damage, restore utilities, and <br />remove debris at county government facilities. <br />2. As required, these department personnel can repair and improve shelter <br />facilities. <br />3. The landfill has sufficient capacity to hold and dispose the collected debris. <br />11 III.
