r~ <br />CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX M <br />DAMAGE ASSESSMENT AND RECOVERY <br />I. PURPOSE <br />This annex provides guidance fox the organization and coordination of damage <br />assessment, damage reporting, and public assistance resources during the recovery from <br />an emergency situation. <br /> <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. Any emergency situation has the potential to cause damage. A damage <br />assessment program is essential to effective response and recovery. operations following <br />an emergency. <br />2. The Emergency Management Coordinator will conduct an initial damage <br />assessment- (IDA) to determine the severity and magnitude of the damages, and identify <br />l what type assistaa~ce is necessary to recover from the effects of the event. <br />1 <br />3. If an emergency situation results in a Presidential declaration of a "major <br />disaster" or an "emergency", the Emergency Management Coordinator will conduct a <br />county-wide initial damage assessment of public and private property. This information <br />will: <br />D <br />i <br />h <br />d <br />a. <br />eterm <br />ne t <br />e proce <br />ures and resources the county will need for recovery <br />operations. <br /> <br />b. Establish the priorities for types of resources. <br />c. Guide the allocation of local government resources during the early stages <br />of the recovery effort. <br />d. Provide an estimate what outside assistance will be required to restore the <br />affected area to pre-disaster condition. <br />B. Assumptions <br />1.
