The Emergency Management Coordinator. will forward damage assessment <br />reports and any requests for assistance to the Western Branch Office of the North <br />Carolina Division of Emergency Management (NCEM) by the quickest means available. <br />The Secretary, North Carolina Department of Crime Control and Public Safety is <br />authorized to commit state resources to assist with the recovery efforts. <br />8. The county Cooperative Extension Office will provide a damage assessment <br />team to determine the extent of damage to farms, crops, and livestock. <br />C. State and Federal Assistance <br />1. Under the provisions of North Carolina General Statue 166A, the existence of a <br />state of disaster may be proclaimed by the Governor or by a resolution of the General <br />Assembly if either of these finds that a disaster threatens or exists. Upon receipt of the <br />preliminary damage assessment, the Governor shall issue a proclamation defining the area <br />subject to the state of disaster and proclaiming the disaster as a Type I, Type II, or Type <br />III disaster. (See NC GS 166A-6 for details of each type) <br />2. If a state of disaster is proclaimed, the Governor may make State funds <br />available for disaster assistance. Any State funds made available by the Governor for <br />disaster assistance may be administered through State disaster assistance programs which <br />maybe established by the Governor upon the proclamation of a state of disaster. It is the <br />intent of the General Assembly in authorizing the Governor to make State funds available <br />for disaster assistance and in authorizing the Governor to establish State disaster <br />assistance programs to provide State assistance for recovery from those disasters for <br />which federal assistance under the Stafford Act is either not available or does not <br />adequately meet the needs of the citizens of the State in the disaster area. <br />3. Based upon the local damage assessment reports, the State Coordinating Officer <br />will determine what recovery capabilities are available to meet the anticipated <br />requirements. If the capabilities of local government, private resources, and the state <br />appear insufficient, he will conduct a joint federal/state/local Preliminary Damage <br />Assessment (PDA). <br />4. The Governor may request a Presidential declaration of a "major disaster", <br />"major emergency", or a specific federal agency disaster declaration (Small Business <br />Administration, Depaztinent of Agriculture, Corps of Engineers, etc.) to augment state, <br />local, and private recovery and relief efforts. <br />5. The President, under a "major emergency" declaration may authorize the use of <br />any federal equipment, personnel and other resources to support local response and <br />recovery operations. <br />6.
