d. If FEMA determines the area eligible for Public Assistance programs, <br />FEMA personnel will conduct an Applicant's Briefing for officials of counties, cities, and <br />private nonprofit (PNP) organizations to explain eligibility criteria. The Emergency <br />Management Coordinator will identify and notify eligible applicants. During this <br />briefing, each agency or local government eligible for assistance will submit a Notice of <br />Interest. <br />e. Each public or private agency applying for public assistance will appoint an <br />Applicant's Agent to act as the point of contact with the FEMA PA staff. This agent will <br />collect documentation to support the claims and forward this information with the <br />completed applications to the Disaster Fieid Office. <br />IV. DIRECTION AND CONTROL <br />A. The Board of Commissioners will direct the recovery effort. The Emergency <br />Management Coordinator will control daily recovery activities from the EOC. <br />B. The Damage Assessment Officer is a member of the EOC staff and will coordinate <br />damage assessment operations. <br />C. All County departments will provide personnel and resources to support the <br />damage assessment/recovery effort as needed. Personnel from departments assigned <br />damage assessment missions will remain under the control of their own departments but <br />will function under the technical supervision of the Damage Assessment Officer. <br />V. CONTINUITY OF GOVERNMENT <br />A. The line of succession is: <br />l . Lead Building Inspector <br />2. Lead Plumbing Inspector <br />3. County Tax Appraiser <br />B.
