E <br />CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX N <br />RESOURCE MANAGEMENT <br />I. PURPOSE <br />This annex describes the. system to identify, locate, and acquire resources for <br />emergency response operations within the County. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. Cabarrus County has many public and private resources available for <br />emergency response operations. <br />2. Each city/town within Cabas-rus County has resources available for emergency <br />response operations. These jurisdictions may respond to requests for assistance when <br />there is not a direct impact on them during an emergency situation. <br />B. Assumptions. The required resources will be on-hand or available to support <br />response and recovery operations. <br />III. CONCEPT OF OPERATION <br />A. County departments and agencies will use and control their own resources and <br />equipment during response and recovery operations. Municipal departments and agencies <br />will use and control their resources and equipment during emergencies. Use of these <br />resources outside the incorporated limits will be by request from other municipalities or <br />from the County Emergency Management Coordinator. <br />B. The Finance Director will develop procedures to expedite the purchase of <br />expendable supplies during emergency situations. He will train those Finance <br />Department personnel assigned to the EOC to handle requests from the Emergency <br />Management Coordinator and provide the necessary equipment and supplies to process <br />requests. <br />C. The Finance representative in Emergency Operations Center will track all costs <br />related to the resource requests. These costs include costs of equipment and supplies; <br />equipment operating costs; persorurel overtime costs; and all contracted goods, labor, and <br />services. The Finance representative will account for all funds spent and prepare daily <br />summaries of the resources provided and the costs for these items.
