1 <br />CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />GLOSSARY <br />All Hazards Shelter -Public or rivate buildin that rovides adequate xotection to the <br />P g p p <br />population from the effects of severe weather, radiation generated by an nuclear accident, or <br />the blast, fire and radiation generated by a nuclear explosion. <br />Annex (functional) -Parts of the EOP that provides specific information and direction. It <br />should focus on operations, what the function is and who is responsible for carrying it out, <br />responsibilities, tasks, procedures and operational actions that pertain to the function being <br />covered. This includes activities to be performed by anyone with a responsibility under the <br />function. It should clearly define the policies, procedures, roles, and responsibilities inherent <br />in the functions, before, during, and after any emergency period. <br />Appendix, Hazard-specific (of Annex) -Addresses each hazard that threatens the <br />jurisdiction. Unique characteristics ofvarious hazards will not be adequately covered in the <br />functional annexes. To properly treat such unique factors is the purpose of the <br />hazard-specific appendixes to the functional annexes. <br />Area Command (Unified Area Command) - An organization established (1) to oversee <br />the management of multiple incidents that are each being handled by an ICS organization <br />or (2) to oversee the management of large or multiple incidents to which several Incident <br />Management Teams have been assigned. Area Command has the responsibility to set <br />overall strategy and priorities, allocate critical resources. according to priorities, ensure <br />that incidents are properly managed, and ensure that objectives are met and strategies <br />followed. Area Command becomes Unified Area command when incidents are <br />multijurisdictional. Area Command maybe established at an EOC facility or at some <br />location other than and ICP. <br /> <br />Area Emergency Management Coordinator -Supervisor of the f eld office of the N.C. <br />Division of Emergency Management which serves certain regions of the State. Serves as <br />a liaison between State and local governments, procures and coordinates State resources. <br />Catastrophic Disaster -For the purposes of this plan, a catastrophic disaster is defined <br />as an event that results in large numbers of deaths and injuries; causes extensive damage <br />or destruction to facilities that provide and sustain human needs; produces an <br />overwhelming demand on state and local response resources and mechanisms; causes a <br />severe long term effect on general economic activity; and severely affects State, local and <br />private sector capabilities to begin and sustain response activities. <br />CERCLA -The Comprehensive Environmental Response, Compensation, and Liability Act <br />of 1980 (Superfund) regarding hazardous substance releases into the enviromnent and the <br />EOP/GLOSSARY 1 September 2008 <br />F-2 262 of 408 <br />
