7 <br />Incident Commander (IC) - In the Incident Command System, the Incident Commander is <br />responsible for overall management ofthe incident. The IC determines incident objective.and <br />strategy, sets immediate priorities, establishes an appropriate organization, authorizes an <br />Incident Action Plan, coordinates activity for all Command and General Staff, ensures safety, <br />coordinates with key people, authorizes release of information to the news media and <br />the public, and carries out other key duties. <br />Incident Command System (ICS) -combination of facilities, equipment, personnel, <br />procedures, and communications operating within a common organizational structure with <br />responsibility for management of assigned resources to effectively direct and control the <br />response to an incident. Intended to expand as situation requires larger resource, without <br />requiring new, reorganized command structure. <br />Incident Objectives - A statement of strategies and tactical directions for resources. <br />Must be realistic based on available resources, achievable, measurable and yet flexible <br />enough to allow for changes in .the situation. <br />In-Place Sheltering -Directing of personnel to remain in a building or seek shelter in a <br />building or structure, in lieu of evacuation, for protection fiom a life safety threat, i.e. vapor <br />cloud or explosion. In-place sheltering is defined as "the indoors sheltering of people to <br />prevent external contact or inhalation of harmful chemicals". All air circulating devices <br />should be shut off and windows and doors closed. It is anticipated in~place sheltering will <br />} last a short time, no more than a few hours. <br />3oint Information Center (JIC) - A combined public infornation office that serves two or <br />more levels of government or federal, state, local agencies. <br />Liability - An obligation to do or refrain from doing something; a duty which eventually <br />must be performed; and obligation to pay money; also used to refer to one's responsibility for <br />his conduct. <br />Liable - To be responsible for; to be obligated in law. (See liability). <br />The Local Emergency Planning Committee (LEPC) -Local Emergency Planning <br />Committees are quasi-governmental bodies, generally at the county level, in the United <br />States. They do not function in actual emergency situations, but attempt to have identified <br />and catalogued potential hazards and all sorts of resources, mitigate hazards when feasible, <br />and write emergency plans. Wlien an actual emergency occurs, the materials are made <br />available to the Incident Commander. <br />Local Government -Political subdivision of the State (e.g., county, municipality). <br />Majar Disaster - As defined under P.L. 93-288, any natural catastrophe, (including any <br />hurricane, tornado, storm, flood, high water, wind-driven water tidal wave, tsunami, <br />EOP/GLOSSARY 7 September 2008 <br />F-2 268 of 408 <br />
