<br />CABARRUS COUNTY <br />LANDFILL EXPANSION INFORMATION <br />SUMMARY: There are currently two existing Commercial & Demolition (C&D) areas of the County's <br />' Landfill. County staff has been working with engineering and financial consultants from Camp, <br />Dresser, & McKee (CDM) regarding a proposed third expansion of the County's Landfill C&D area. <br />The following is a summary of each C&D portion to consider: <br />1) Current C&D over MSW Landfill Expansion: In 1998, the County covered the existing Municipal <br />Solid Waste (MSW) with a new C&D landfill. This expansion area added an additional 12 acres and <br />t officially stopped accepting waste in June 2007. Due to the close of this portion of the landfill and the <br />implementation of new environmental regulations regarding how the closure must be performed, the <br />County must spend $1,875,000 in FY 2009 to close this expansion area and remain in compliance with <br />' state regulations. <br />2) Current C&D Landfill Expansion: This expansion area opened in FY 2006 adding an additional 6.5 <br />' acres to the landfill. It was originally anticipated that this area would be able to remain open unti12012, <br />however, the tonnage estimates used in the original calculation actually doubled once this expansion <br />area opened and is now expected to reach full capacity in FY 2010. The percentage capacity is already <br />at 70% complete. If the proposed expansion is not approved, the County will close this portion of the <br />' landfill in 2010 at a cost of $967,000. However, if the new expansion is approved, the County will close <br />the current and the newly expanded area at the same time. CDM has estimated that it will cost <br />$1,876,700 to close both areas of the landfill. This is anticipated to take place in FY 2014. <br />' 3) Proposed New C&D Landfill Expansion: In order for the Landfill to remain o erational ast next <br />P P <br />fiscal year (FY 2010), the County must make the decision whether or not to move forward with a new <br />' expansion area. This will allow C&D waste to be collected until it's close which is projected to be 2014. <br />CDM expects this new expansion to cost approximately $1,700,000. In addition, the County must raise <br />the current tipping fees as shown below to fund this project. These increased tipping fees still remain <br />' lower than other surrounding landfills. <br />FY 2009 through FY 2010 -from $27.00 to $30.00 <br />' FY 2011 through FY 2012 -from $30.00 to $31.00 <br />FY 2013 through FY 2014 -from $31.00 to $32.00 <br />' FINANCIAL INFORMATION: CDM has provided staff with calculations that show the County must <br />have $4,050,000 set aside by FY 2014 in order to close the current and proposed new expansion areas <br />and to remain in compliance with all state regulations for funding future postclosure costs for the entire <br />' landfill. Currently, the County has Closure-Postclosure funds set aside in the Landfill Enterprise Fund <br />for the close of the landfill in the amount of $4,561,370.
