i <br />FOREWORD <br /> <br />The Cabarrus County Emergency Operations PIan addresses multiple hazards that could <br />threaten our county and its citizens. The.Emergency Operations Plan uses a functional <br />format and. employs the National Incident Management: System (NIMS), a nationwide. <br />standardized approach to incident managerr~ent and response. NIMS establishes a uniform <br />set of processes and procedures that emergency responders will use to conduct response <br />operations. <br />This Emer enc O erations Plan EOP stabli h <br />g y p ( ) e s es a framework of policy and guidance <br />for county disaster,preparedness, response, recovery.arxd mitigation operations. The EOP <br />consists, of the basic plan. and seventeen { 1 ~} functional annexes. These annexes define <br />responsibilities and actions of county government personnel during emergency situations. <br />The defnition of the missions of each response agency reduces confusion and conflict <br />during emergency operations and significantly decreases vulnerability of the public and <br />their property to hazards-that develop in emergency situations. <br />This Emergency Operations Plan meets the requirements of the Department of Homeland <br />Security State and Local Guide (SLG) 101: Guide for All-Hazazd Emergenc~O,perations <br />Pl_ annin~, and the legal responsibilities identif ed in North Carolina General Statutes, <br />Chapter 166-A. It provides all the necessary elements to insure that. C~barrus County can <br />fulfill its legal responsibilities for emergency preparedness. <br />Public Access to the Emergency Operations Plan. Anyone may review this plan by <br />contacting the Emergency Management Department and requesting access to it.
