Springsted's study included an evaluation of County class <br />descriptions, pay grades, and salary information from 20 comparative <br />local government entities. The recommended changes provide for <br />equitable pay for position duties, skills, and responsibilities; internal equity <br />within and between departments; and the market influence on recruiting <br />and retaining quality employees.
