NORTH CAROLNA CABARRUSCOUNTY RESOLUTION WHEREAS, the County of Cabarrus, North Carolina, desires to acknowledge an official language for the purpose of removing barriers of misunderstanding and help to unify the citizens of the county. That there exists a compelling common interest in promoting, preserving, strengthening, and recognizing the English language as the official language for the County of Cabarrus. WHEREAS, the recognition of the English language as the official language of the County of Cabarrus does promote the protection of each of its citizens and facilitates the right to experience full participation in the economic opportunities and civic endeavors offered by the County of Cabarrus to its citizens. NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners for the County of Cabarrus, NC, at their regular meeting on December 18, 2006, makes the following findings of fact: 1. That recognition of the English language as the official language of the County of Cabarrus does promote access to full economic opportunities and civic participation of all its citizens. 2. That recognition of the English language as the official county language benefits the County of Cabarrus and its citizens, both commercially and culturally, and should be encouraged. 3. That the utilization of the English language in all ordinances, decrees, programs, or policies adopted by the County of Cabarrus be done so utilizing the English language. In addition that all documents, regulations, orders, transactions, proceedings, meetings, programs, or other publications shall utilize the English language. 4. That recognition of the English language as the official language enhances the morale of county employees and its citizens and avoids a linguistic division of its citizens possessing a diversity in ethnic backgrounds. NOW, THEREFORE, BE IT FURTHER RESOLVED That the County of Cabarrus, NC does hereby recognize the English language as the official language of the County of Cabarrus. That all official actions of the county which bind or commit the county to do through the employment and utilization of the ~~~ ~"
