rags i tit ~
John Day
From: Frank Lapsley
Sent: Tuesday, January 09, 2007 3:11 PM
To: John Day
Cc: Mike Downs
Subject: RE: Resolution -English as the Official language
John,
I hope that you enjoyed the holidays.
While the issue of English vs. non-English will not have an impact on our staffs internal communications, it will
definitely have an adverse impact on our programming.
Currently there are iwo high profile events that are either entirely non-English or events that we market to non-
English speaking guests.
Our Mexican Rodeo isentirely anon-English speaking event. Included in that is advertising that is undertaken in
the Hispanic /Latino media. The gross impact of the rodeo was roughly $65,000.
Additionally the Fair has undertaken a very successful campaign to attract the Hispanic 8~ Latino communities
through aggressive marketing in Hispanic only publications. I can not speak specifically about what the impact
was in terms of dollars but there was a noticeable increase in attendance during the week of the Fair.
Please feel free to contact me should you need additional information.
Thanks
Frank
Front: John Day
Sent: Tuesday, January 09, 2007 2:42 PM
To: _Department Heads
Cc: _BOC
Subject: Resolution -English as the t~Ficial Language
Good afternoon,
The attached resolution, introduced by Commissioner Privette, will be discussed by the BOC at its regular
meeting January 22. Last night the Board asked for comments from department directors regarding how such a
policy would impact the operations of their departments. Please read item number 4 carefully - it states that all
programs, publications, documents, etc., will be in English only. The way I read it, no language other than English
will be spoken or written while conducting the county's business.
Please be brief and concise in your assessments, and include a list of any publications or documents used by
your departments that are in a language other than English. Please also indicate if you ever use the services of a
translator (staff member or contractor).
Forward this information to me by noon on Tuesday, January 16~'. Thank you for your assistance in this matter.
John
John Day
County Manager
1/16/2007
-- "7
