We arived at our recommendation <br />after reviewing aN the applications on file for this appointment. <br />BACKGROUND <br />In making our recommendation, we took irno consideration our «rmern responsibilities as commissioners and <br />the bad~grounds of the two commission members who will continue to serve. We are in agreemern that my <br />r+eplacemerrt should understand both the dtiaNerrges and opportunities for watershed improvement in Cabarrus <br />County. In particular, our decision was based on Mr. Kelly's experience and knowledge. His availab~ity made <br />him the only acceptable applicant in terms of our evening meetings. <br />Mr. Kelly is a r+esidern of Concord, a municipality that has not been represerned on our Commission in recent <br />years. He is currernly the stormwater and land development engineer with the City of Monroe. Like Cabamas <br />County, Union County is experiendng rapid growth, which impacts water quality and other natural resources. <br />Mr. Kelly is familiar with sedimernation and erosion control planning, as well as environmental rules and <br />regulations. <br />Currently, the Watershed Improvement Commission is focusing on improving bath the quality and quantity of <br />water resoun~s in Cabarus County, inducting streams flowing irno our water supply reservoirs. Watershed <br />protection goes hand in hand with the current open space initiative being promoted by Cabamas County, along <br />with local municipalfies. <br />In recent years, our attention has shifted to three prum~r tasks: 1) controNing and preventing erosion and <br />sedimentation, 2) restoring streams and wetlands and 3) stornwater runoff and fioodplain management When <br />our Commission fac~tated adoption of the county's Erosion and Sedimernation Control Ordinance in 1998, <br />responsibility for conducting public hearings on appeals of fines levied for violation of the ordinance was <br />assigned to our Commission. <br />DarreN Furr, David Settlemyer and I appreciate the opportunity to serve the citizens of Cabamrs Courny and we <br />warn to thank you in advance for your consideration of our recommendation for my successor. <br />~- ~. <br />
