MEMORANDUM <br />To: Cabaxrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information fox The Pointe at St. Andrews <br />Date: 2/9/2007 <br />The Pointe at St. Andrews subdivision was approved by the Cabaxrus County Planning and Zoning <br />Board on January 18's, 2007. This subdivision is approved for 42 single family lots on +/-13.6 acres <br />and is located on Piney Church Road. The specifics of the agreement are as follows: <br />• Developer - TWAM, LLC; P.O. Box 1111, Concord, NC 28026-1111. <br />• Payment of $4034 per lot will be due at Final Platting. <br />• Proposed build out schedule is 421ots platted in 2007. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabaxrus County Schools indicates that <br />schools impacted by The Pointe at St. Andrews subdivision axe cuxxendy functioning at the following <br />capacities: <br />A.T. Allen Elementary School (Bethel Satellite).- 130.33% (Bethel is at 69.02%) <br />C.C. Griffin Middle School - 118.35% <br />Central Cabaxrus High School -136.00% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of The Pointe at ST. Andrews subdivision project: <br />A.T. Allen Elementary School (Bethel Satellite)- 130.33% (Bethel Satellite -146.67%) <br />C.C. Griffin Middle School -180.62% <br />Central Cabaxrus High School - 185.14% <br />(These figures include the Miles Little PUD in Midland and Thompson's Lake in Midland) <br />The Hickory Ridge High School, projected to open in 2007, will provide relief at Central Cabaxrus <br />High School. Both schools should open in 2007 below capacity with the new alignment recently <br />approved by the BOE. Funding for this school was approved in the 2004 School Bond. <br />In the Revised Critical Facility Projects of the 15-Year Facility Plan, a new middle school is proposed <br />for 2008 in the southern part of the county. Anew elementary school will be needed to relieve A. T. <br />Allen and Rocky River in 2008 (Grace Property would be a good site) and another elementary school <br />will be needed south of Harrisburg in 2009 to relieve Rocky River and Harrisburg Elementaries. <br />Cabaxms County Schools operating at 110% capacity aze considered to be operating at maximum <br />capacity. <br />The subdivision lot inventory spreadsheet has been updated through of February 2007. <br />G -'1 <br />
