MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Rustic Canyon <br />Date: 2/9/2007 <br />The Rustic Canyon subdivision was approved by the Cabarrus County Planning and Zoning Board <br />on July 20~h, 2006. This subdivision is approved for 497 single family lots on +/-328.941 acres and is <br />located on Zion Church Road. The specifics of the agreement are as follows: <br />• Developer -Shea Homes, LLC, 3436 Toringdon Way, Suite 100, Charlotte, NC 28277. <br />• Payment of $4034 per lot will be due at Final Platting. <br />• Proposed build out schedule is no more than 521ots to be platted in 2007, no more than 121 <br />lots to be platted in 2008, no more than 1231ots to be platted in 2009, no more than 1261ots <br />to be platted in 2010 and no more than 751ots to be platted in 2011. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Rustic Canyon subdivision are currently functioning at the following <br />capacities: <br />Rocky River Elementary School - 98.87% <br />C.C. Griffin Middle School - 111.63% <br />Central Cabarrus High School - 124.31% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Rustic Canyon Subdivision project: <br />Rocky River Elementary School -183.11% <br />C.C. Griffin Middle School -167.54% <br />Central Cabarrus High School -193.06% <br />The Hickory Ridge High School, projected to open in August 2007, will provide relief at Central <br />Cabarrus High School. Funding for this school was approved in the 2004 School Bond. <br />The 15 year plan identifies a new elementary school in 2008, southeast of Rocky River Elementary, <br />and another elementary school in 2009, south of Harrisburg. Funding for these two elementary <br />schools has not been identified. Both of these schools would relieve A.T. Allen, Harrisburg, and. <br />Rocky River elementary schools. A new middle school is included in the plan for 2008, south of NC <br />Hwy 49 that would relieve C.C. Griffin. Funding for this school has not been identified. <br />Cabarrus County Schools operating at 110% capacity are considered to be operating at maximum <br />capacity. <br />The subdivision lot inventory spreadsheet has been updated through of Febmary 2007. <br />G-~ <br />
