MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Hawthorne Subdivision <br />Date: 2/9/2007 <br />The Hawthorne subdivision was approved by the Hazrisburg Planning and Zoning Board on <br />November 21~~, 2006. This subdivision is approved for 104 single family homes on +/-82.03 acres <br />and is located on Peach Orchard Road. The specifics of the agreement are as follows: <br />• Developer - Merdian Development Grp., LLC, 166 Fern Haven Lane, Mooresville, NC <br />28117. <br />• Payment of $4034 per lot will be due at Final Platting. <br />• Proposed build out schedule is no more than 241ots to be platted in 2007, no more than 32 <br />lots platted in 2008, no more than 321ots platted in 2009 and no more than 161ots platted in <br />2010. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Hawthorne subdivision are currently functioning at the following capacities: <br />Rocky River Elementary School - 104.77% <br />C.C. Griffin Middle School -121.02% <br />Central Cabarrus High School - 140.38% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Hawthorne subdivision project: <br />Rocky River Elementary School -174.15% <br />C.C. Griffin Middle School - 178.45% <br />Central Cabarrus High School -193.14% <br />The Hickory Ridge High School, projected to open in August 2007, will provide relief at Central <br />Cabarrus High School. Funding for this school was approved in the 2004 School Bond. <br />The 15 Yeax Facility Plan includes a new elementary school in 2009 southeast of Rocky River <br />Elementary School and another one in 2010 south of Hazrisburg. These schools would provide relief <br />for Harrisburg Elementary School. Funding for these two elementary schools has not been identified. <br />A new middle school is included in the plan for 2009 south of NC Hwy 49 that would relieve C.C. <br />Griffin. Funding fox this middle school has not been identified. <br />Cabarrus County Schools operating at 110% capacity aze considered to be operating at maximum <br />capacity. <br />The Subdivision Lot Inventory spreadsheet has been updated through February 2007. <br />~' <br />
