Human Resources Department
MEMORANDUM
To: Board of County Commissioners
John Day, County Manager
From: Don Cummings, HR Director
Date: March 7, 2007
Subject: Classification and Compensation Review
The County contracted with Springsted, Inc. to provide a comprehensive employee
classification and compensation review. The results of this study and Springsted's
recommended changes have been provided as a separate document.
The cost of implementing the recommended changes is $138,300 and is funded in the
FY 2007 Budget. If approved, the recommended changes represent a 1.91 % increase
in the County's annual salary expense.
The county has 228 position classes. The study recommends reclassification of 108 to
a higher grade and four to a lower grade. This impacted 365 and four individual
positions respectively.
Additionally, the current policy limiting an employee's annual salary increase to a
maximum of 10% (unless to the entry level of a new grade) creates an inconsistency in
applying the recommended charges between employees. Longer term employees with
the same qualification requirements and doing the same job as newer employees may
not receive the same minimum (5%) reclassification increase. If the recommendations
are approved, I recommend the 10% policy be waived for implementation.
Recommend the Board of County Commissioners adopt:
1. The recommendations of the Classification and Compensation Review by
Springsted and with implementation effective March 30, 2007.
2. Waive the 10% maximum annual salary increase policy for implementation of
the study.
3. Updating documents and records as necessary for implementation by stiff.
This would include the classification and pay plans.
As always, I'm available for questions or additional information as needed.
~-~.1
