The trend for the Cabarrus County Medical plan has been as follows: <br />2003 - 2004: -2% <br />2004 - 2005: +1 <br />2005 - 2006: +12% <br />2006 - 2007 Year to Date: 0% <br />This is compared with national trends below for the same plan years: <br />2003 - 2004: +16% <br />2004 - 2005: +14% <br />2005 - 2006: +13% <br />2006 - 2007 Year to Date: +12% <br />In the 2005 - 2006 plan year, the claims for the medical plan increased by 12% <br />In the current plan year, the 0% increase in medical trend has coincided with the <br />creation of the Employee Health Center. <br />The staff concurs with the recommended total plan increase of 13%. As the <br />County Commissioners are aware, one of the advantages of being self-funded is <br />if the plan runs better than expected, the County will retain the money and will <br />not go to CIGNA. <br />The staff is also recommending no change in the benefit design, nor an increase <br />in employee contributions to dependent coverage. The primary reason for this is <br />the already high cost for dependent coverage and a separate strategy for the <br />County Commissioners to consider aTobacco/Non-tobacco rate structure in a <br />separate recommendation by staff. <br />The result of the recommendation for the medical plan is an increase in County <br />funding of 15% to $512 per employee per month and a 0% increase in <br />employee contributions. <br />r'~~ <br />
