MEMORANDUM To: Cabazrus County Board of Commissioners From: Kassie Goodson ~~'atts/Planner Subject: Consent Agreement and School Capacity Information for Rustic Canyon Date: 03/08/2007 The Rustic Canyon subdivision was approved by the Cabarrus County Planning and Zoning Board on July 20~^, 2006. This subdivision is approved for 497 single family lo[s on +/-328.941 acres and is located on Zion Church Road. The specifics of the agreement axe as follows: • Developer -Shea Homes, LLC, 3436 Toringdon Way, Suite 100, Charlotte, NC 28277. • Payment of $4034 per lot will be due at Final Platting. • Proposed build out schedule is no more than 35 lots to be platted in 2007, no more than 121 lots to be platted in 2008, no more than 1231ots to be platted in 2009, no more than 126 lots to be platted in 2010 and no more than 921ots to be platted in 2011. As a result of the tabling of this consent agreement at the February 19~ Board of Commissioners meeting, the developer has reduced the number of lots proposed in 2007 from ~2 to 35 and redistributed those lots to the year 2011. The revised APFO worksheet filled out by iVlr. Robert Kluttz with Cabarrus County Schools indicates that schools impacted by the Rustic Canyon subdivision aze currently functioning at the following capacities: Rocky River Elementary School - 107.94% C.C. GrifFm Middle School -119.64% Central Cabarrus High School - 135.02% (98.19% in August 2007 with the opening of Hickory Ridge High School grades 9-11) Including previously approved subdivisions, these schools will be functioning at the Following capacity upon completion of the Rustic Canyon subdivision project: Rocky River Elementary School -161.79% (previously 183.11%) C.C. Griffin bliddle School - 181.92% (previously 167.54%) Central Cabarrus High School - 128.76% (previously 193.06%) The Hickory Ridge High School, projected to open in August 2007, will provide relief at Central Cabarrus High School. Funding for this school was approved in the 2004 School Bond. The 15 year plan identfies a new elementary school in 2008, southeast of Rocky River Elementary, and another elementary school in 2009, south of Harrisburg. Funding fox these two elementary schools has not been identified. Both of these schools would relieve A.T. Allen, Harrisburg, and Rocky River elementary schools. A new middle school is included in [he plan fox 2008, south of NC Hwy 49 that would relieve GC. Griffin. Funding fox this school has not been identified. Cabarrus County Schools operating at 110% capacity aze considered to be operating at mawmum capacity. The Subdivision Lot Inventory spreadsheet has been updated through March of 2007. "g
