MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information fox the Melboume Subdivision <br />Date: 03/08/2007 <br />The Melboume subdivision was approved by the Kannapolis Planning and Zoning Board on Apri16, <br />2005 and was to expire on April 6, 2007. On January 26, 2007 the expiration date of the approved <br />preliminary plat was extended to April 6, 2008. This subdivision is approved Eor 128 single-family <br />lots on +/-129.69 acres, located on Trinity Church Road. The specifics of the agreement are as <br />follows: <br />• Developer -Trinity Church, LLC, 17818 Statesville Road, Suite 211, Cornelius, NC 28031 <br />• Payment of $4034 per lot will be due at Final Platting <br />• Proposed build out schedule is no more than 10 lots platted in 2007, no more than 45 lots <br />platted in 2008, no more than 52 lots platted in 2009, and no more than 21 lots platted in <br />2010 <br />The APFO worksheet completed by Mx. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Melbourne subdivision are currently functioning at the following capacities: <br />W.R. Odell Elementary-147.83% <br />Northwest Cabarms Middle School - 103.65% <br />Northwest Cabarrus High School -110.33% <br />Including previously approved. subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Melbourne subdivision project: <br />W.R. Odell Road Elementary - 207.90%(Opening the new Charles E. Boger Elementary School in <br />August 2007 will reduce the percentage at W.R. Odell to 172.78% Charles E. Boger should be at <br />103.73%. <br />Northwest Cabarrus Middle School - 127.29% <br />Northwest Cabarrus High School -172.80% <br />In the 15-Year Facility Plan a new elementary school (Charles E. Boger) is scheduled to open in <br />August 2007. Also, a new high school is proposed in 2009 in the western part of the county to <br />relieve Northwest Cabarrus and Jay M. Robinson. Anew middle school is proposed in 2009 in the <br />south central part of the county that would relieve Northwest Cabarrus and Harris Road. Anew <br />elementary school is proposed in 2009 in the northwestern part of the county to relieve W. R. Odell. <br />An addition is proposed for Charles E. Boger to handle additional growth in the Boger attendance <br />area. <br />The Charles E. Boger addition, a new elementary school, a new middle school, and the new high <br />school mentioned above have been included in the Revised 15-Year Facility Plan presented to the <br />Board of Education on February 22, 2007 as information. Funding has not been identified fox these <br />projects nor has land been secured fox the middle and high school. <br />Cabarrus County Schools operating a[ 110% capacity axe considered to be operating at the maximum <br />capacity. <br />The Subdivision Lot Inventory Spreadsheet has been updated through March of 2007. <br />G-q <br />
