4425 Old Airport Road (704) 262-6130
Concord, NC 28026.0388 (704) 262-6211 Fax
;aharrus Facilities & Operations Department
,~C}1p0}~ Joe Sides, Director
CONFIDENTIAL
February 13, 2007
To: Dr. Harold Winkler
From: Joe Sides
Re: Land Easement/JMRHS
The information listed below is very confidential.
BFI and Phillip Morris are partnering on a business venture. BFI and Phillip Morris are
wanting to install a low pressure methane gas line from the BFI property to Phillip Morns
They are wanting to purchase a 10 foot easement from the back southwest corner to the
northwest comer of Jay M Robinson High School property. The easement will actually
follow the service road of the school to the property line and out to Pitts School Road.
Phillip Morns is planning to use the methane gas for their daily operations. The methane
gas line will not interfere with school usage of the property and will not present any danger
to the staff, students or public.
The value of the easement will be between $65,000.00 and $70,000.00. BFI and Phillip
Moms are requesting that the BOE approves of the concept before any surveying is
conducted. If approved, there is a possibility within a few years we could make an appeal
to the Utility Commission to tap on to the line. It would cut our present natural gas cost to
about one-third by using the methane. Very little changes to our present equipment would
have to be made to accommodate this transition.
If the BOE approves the concept, I believe we would have to get County approval also.
Please advisee me on how to proceed.
Jo ides, D3~f Facilities & Operations
Cc: Jonathan Marshall
F-13
