Hartsell, Rep. Johnson, & Rep. Barnhart, <br />Last week, Rep. Johnson filed a local bill that appears to grant legislative authority to the city of <br />Kannapolis to proceed with a satellite annexation of the "Keith Wayne" property in northwest Cabatrus <br />County. <br />As the Cabarrus County Board of Commissioners took action last year to disapprove the zoning change <br />for Mr. Wayne to proceed with his plans for development of the property, we are concerned with this <br />possible action. Although we recognize it is well within Mr. Wayne's right as a property owner to seek <br />remedy to his issue, we also know that actions such as this can send the wrong signal, and cause <br />additional ripple issues regarding annexation throughout the county. As you well know, extension of <br />water and sewer lines to service the project can have unintended growth issues that the county has <br />attempted to control, especially in this part of the county. The best example of this was when extensions <br />were made to service the Rocky River Elementary School in the mid 1990s, and the subsequent <br />explosion in residential growth that occurred. <br />We feel additional time is needed to discuss further this proposed action, to include how the legislation <br />can be further developed, through collaborative effort, to achieve awin--win situation for the Odell <br />community, Mr. Wayne, Cabarrus County and Kannapolis. <br />Given this, we request any consideration for action on this bill be delayed until at least April 17th, which <br />is the day after our regularly scheduled April board meeting. <br />Thanks, <br />Robert W.
