MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Roycroft Subdivision <br />Date: 4/9/2007 <br />The Roycroft subdivision was approved by the Cabarrus County Planning and Zoning Board on <br />March 15, 2007. This subdivision is approved for 361 single family homes on +/- 262.42 acres and <br />is located on Flowes Store Road. The specifics of the agreement are as follows: <br />^ Developer - TDW Holdings, LLC, 6707 Fairview Road, Suite B, Charlotte, NC 28210. <br />^ Payment of $4034 per lot will be due at Final Platting. <br />^ Proposed build out schedule is no more than 99 lots to be platted in 2008, no more than 99 <br />lots platted in 2009, no more than 991ots platted in 2010, and no more than 641ots platted <br />in 2011. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Roycroft subdivision are currently functioning at the following capacities: <br />Bethel Elementary School - 69.86% <br />C.C. Griffin Middle School -119.64% <br />Central Cabarrus High School -136.26% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Roycroft subdivision project: <br />Bethel Elementary School - 137.28% (without A.T. Allen and Mt. Pleasant satellites) <br />159.35% (if satellites remain in effect) <br />C.C. Griffin Middle School - 190.36% <br />Central Cabarrus High School -138.16% <br />The Hickory Ridge High School, projected to open in August 2007, will provide relief at Central <br />Cabarrus High School. <br />The 15 Year Facility Plan includes a new elementary school in 2008 southeast of Rocky River <br />Elementary School and another one in 2009 south of Harrisburg. These schools would provide relief <br />for Bethel Elementary School. Funding for these two elementary schools has not been identified, nor <br />land secured. A new middle. school is included in the plan for 2008, south of NC Hwy 49, that would <br />relieve C.C. Griffin. Funding for this middle school has not been identified, nor land secured. <br />Cabarrus County Schools operating at 110% capacity are considered to be operating at maximum <br />capacity. <br />The Subdivision Lot Inventory Spreadsheet has been updated through April of 2007. <br />~`~, <br />
