MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School Capacity Information for Saddlebrook Subdivision <br />Date: 5/3/2007 <br />The Saddlebrook subdivision was approved by the Town of Midland Town Council on March 13°i, <br />2007. This subdivision is approved for 288 single family lots on +/-108.41 acres and is located on <br />Bethel School Road. The specifics of the agreement axe as follows: <br />• Developer - Saddlebrook Subdivision, LLC, 1435 Morehead Street, Suite 135, Charlotte, NC <br />28208. <br />• Payment of $4034 per lot will be due at Final Platting. <br />• Proposed build out schedule is no more than 781ots to be platted in 2008, no more than 88 <br />lots to be platted in 2009, no more than 881ots to be platted in 2010 and no more than 34 <br />lots to be platted in 2011. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Saddlebrook subdivision are currently functioning at the following <br />capacities: <br />Bethel Elementary School - 69.86% <br />C.C. Griffm Middle School -119.64% <br />Central Cabarrus High School -136.26% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Saddlebrook subdivision project: <br />Bethel Elementary School -129.39% (without A.T. Allen and Mt. Pleasant satellites) <br />151.46% (if satellites remain in effect) <br />C.C. Griffm Middle School -187.00% <br />Central Cabarrus High School - 134.96% <br />The Hickory Ridge High School, projected to open in August 2007, will provide relief at Central <br />Cabarrus High School. <br />The 15 year plan identifies a new elementary school in 2008, southeast of Rocky River Elementary, <br />and another elementary school in 2009, south of Harrisburg. Funding fox these two elementary <br />schools has not been identified, nor land secured. Both of these schools would relieve A.T. Allen, <br />Harrisburg, and Rocky River elementary schools. A new middle school is included in the plan fox <br />2008, south of NC Hwy 49, that would relieve C.C. Griffm. Funding for this school has not been <br />identified, nor land secured. <br />Cabarrus County Schools operating at 110% capacity are considered to be operating at maximum <br />capacity. <br />The Subdivision Lot Inventory Spreadsheet has been updated through May of 2007. <br />T <br />
