Cabarrus CouMy_ Nt; <br />Acoeia AulomaCion Sy,tem <br />Pricing Commentary <br />Accela follows the Microsoft model of Client Access Licenses (CAC's), in that individuals <br />are named users for the purpose of software licensing user counts. Site licenses are <br />also available. Although more expensive initially, a site license can be expected to <br />reduce administrative effort during user count increases, as well as to reduce the overall <br />long-term costs that can be anticipated with the Commerce Department's future staffing <br />level growth. <br />Anecdotal evidence supports a positive ROI resulting from the reduction of manual tasks <br />and redundant efforts necessary, in the absence of the efficiencies of a single relational <br />database and automation of the Commerce Department's processes. An example is the <br />publicized experience in the City of New Orleans when their building inspections <br />productivity soared via Accela Automation, post-hurricane Katrina. While Accela has <br />received consistently supportive data about increases in productivity from our clients, we <br />do not have the study design verifications to assure 'good science'. Accela would be <br />honored if Cabarrus undertakes the design and publishing of such a study involving <br />Accela Automation's use. <br />The Accela Automation system's deployment can be scaled according to Cabarrus <br />County's needs and resources. The modular structure allows deployment by individual <br />departments, or in an enterprise-wide fashion. The core modules for land management, <br />licensing and asset management, are typically implemented before or at the same time <br />as Accela's add-ons for Internet access, GIS integration, users'in the field', and IVR. <br />Cabarrus County's needs will determine our project implementation approach. Projects <br />typically last from six to 18 months, with nine months being the norm.
