Polk, Program Administrator <br />RE: Revisions to Cabarrus County Work First Block Grant. Plan for FY 2007-09 <br />All counties are required to submit Work First Block Grant Plans biennially to the State. These <br />are descriptions of how counties will utilize Block Grant funding during this period. These <br />county plans are used to develop a North Carolina Work First Block Grant Plan, which is <br />reviewed and approved by Federal officials prior to the implementation date. <br />Our local FY 2007-09 Work First Block Grant Plan was reviewed by DHHS staff, and we <br />received a letter on 4-16-07 from the Division of Social Services requiring us to make several <br />changes to our plan. Because it requires BOC approval, we are submitting our revised plan to <br />the Board for their review and signature of approval at their 5-21-07 meeting. The following <br />changes were made, and are underlined in the plan: <br />• On page 7, Job Search has been increased from 6 weeks in a Federal Fiscal Year to 12 <br />weeks. <br />• On page 15, it is indicated that Federal TANF funds are not used to pay for medical <br />expenses. <br />• On page 22, even though our plan already indicated that anyone coming to the <br />department to apply for Work First has the opportunity to apply for Medicaid, the State <br />wanted this stated more explicitly. We did this in item 3. <br />• Also on page 22, anyone now applying for Work First and Medicaid, by Federal <br />requirement, must provide documentary evidence of their citizenship and identity. This <br />is stated in item 4. <br />The certification by the Board statement is located on page 24, and needs to be signed by the <br />Chairman. <br />We are sending the entire revised plan for you and the Board to review.
