i~ <br />If the social worker has a recipient with a domestic violence issue, they can assist <br />them as needed with domestic violence funds, and refer them to Cabarrus Victims <br />Assistance Network (CVAN), counseling at DAYMARK Recovery Services, or <br />private counseling. Presently, CYAN does not work directly with DSS due to their <br />confidentiality issues. Social workers can refer a recipient to CYAN and allow them <br />to make their own call to this organization. <br />Cabarrus County receives an annual allocation of Domestic Violence funds that can <br />be utilized to help alleviate a domestic violence situation. <br />H. Maintenance of Effort (MOE) <br />The following activities, staff, and services will be funded through Maintenance of <br />Effort funding: <br />Activity Staff Services <br />All activities related All Employment Case Management, work <br />to Employment Services Socia] related and participation <br />Services (with the Work Staff expenses, transportation <br />exception of services <br />to non-custodial <br />arents) <br />Activities related to IM staff in Intake Initial and ongoing <br />Work First eligibility and Review units eli ibility determination <br />Activities related to Social work staff Emergency Assistance, GA <br />Crisis services in Crisis Unit to families, CIP to families, <br /> Service Intake to families, <br /> and Individual and Family <br /> Adjustment services <br />Child Care subsidy Day Care unit Child Care for Work First <br />and Administration social workers and families <br /> other eligibility <br /> staff <br />Children's Services Child Welfare Foster Care-Case <br /> Staff Management, CPS-Intake <br /> and Investigative <br /> Assessment <br />I. Child Welfare Services <br />It is estimated that Cabarrus County DSS will devote $3.4 million of its Work First <br />Block Grant to Child Welfare Services during FY 2007-09. <br />VI. Emergency Assistance <br />A. General Emergency Assistance (EA) policy: <br />Cabarrus County DSS will operate an Emergency Assistance program that is <br />designed to get families through awork-related crisis situation.
