20 <br />d) If critically necessary prescription drugs are requested, a drug list from the <br />pharmacy is required. <br />e) Due to its necessity in job search efforts, a payment for Internet access <br />service is allowable under this provision, but cannot exceed $20.00 per <br />month. <br />f) Other expenses can be paid through this Special Provision, as referenced in <br />section VI. A. 9. <br />VII. Services to low income families (under 200% of poverty) <br />Due to limited funding and numbers of families in need, Cabarrus County will operate a <br />limited service program to low-income families who are not recipients of Work First and <br />are not determined to be in an emergency situation and in need of Emergency Assistance. <br />These services are designed to assist families with some basic needs to stabilize their <br />situation, and likely prevent an application for public assistance. The following <br />guidelines will govern families accessing this assistance: <br />1. The family must include a minor child in the home, and age limits must meet Work <br />First guidelines. <br />2. Family members are to give their statement as to citizenship and identity <br />3. Any medical care paid for must be Maintenance of Effort funds. TANF funds cannot <br />be used to provide medical care. <br />4. Any assistance provided must be short-term, non-recurring, and designed to deal with <br />a specific episode of need, and not extending beyond four (4) months. <br />5. Income to determine eligibility is computed using Work First guidelines. <br />6. Total gross family income must be at or below 200% of the federal poverty level. <br />7. The total benefit limit is $300.00 per year. <br />8. Service that can be provided under this program: <br />• Budgetary Counseling by a social worker or counselor <br />• One time work-related expenses <br />• Limited transportation of 30 calendar days (beginning with date of application) <br />• A thorough assessment by a social worker for any additional services needed and <br />available. <br />VIII. Services to Non-Custodial Parents <br />Cabarrus County will provide social work services and financial benefits to certain <br />income eligible non-custodial parents of children in Work First eligible families as <br />funding and workloads permit. <br />A. Social work services will include counseling, encouragement, and a source of <br />accountability for the non-custodial parent to provide for their children. Non- <br />custodial parents will be assessed, and the Employment Unit will serve those who <br />demonstrate a serious desire to cooperate and provide for their children. Those not <br />following through with the Service Plan will be referred back to the Child Support <br />Enforcement Agent for possible court action. <br />B.
