Citizenship and Identity regulations for Work First and Medicaid: Federal <br />rPOUlations re,~c uire that each applicant/reci Tent provide documentary evidence of <br />his/her citizenship and identity <br />At Orientation, the applicant sees the Work First Employment social workers in a <br />group setting, and is informed about the following: <br />1. A description of the WFFA application process <br />2. A detailed description of employment services requirements, including work <br />requirements, time limits, sanctions, supportive services, terminations, etc. <br />3. The benefits of becoming self-sufficient and self-supporting, discouraging <br />dependency on welfare, and emphasizing work and responsibility. <br />As aYesult of Orientation, the applicant has a clear picture of the Work First program <br />at DSS, and can decide on one of two options: <br />1. Apply for WFFA and comply with employment services requirements <br />2. Not apply for WFFA and either leave or apply for Medicaid and any other <br />assistance they so choose. <br />Extension of Work Over Welfare (WOW) Waivers <br />In Cabarrus County's continuing efforts to serve Work First recipients with the best and <br />most comprehensive services available to help them escape welfare dependency, the NC <br />General Assembly renewed and allowed us to update some sections of our highly <br />successful Work Over Welfare (WOW) program. The Generally Assembly also <br />reauthorized this law with no expiration date. The most significant change was the <br />provision of services to children in `child only cases' by allowing us to use federal funds <br />for Work First Cash Assistance and transfer these funds from the TANF Block Grant to <br />the Social Services Block Grant to pay for home studies, attorney fees, and other <br />adoption expenses; as well as provide an ongoing cash payment for the adoptive family, <br />similar to cash payments received through Adoption Assistance. This will provide for <br />children who are living with relatives to be able to be adopted into a more stable living <br />situation. <br />Career Skills for success Pro¢ram <br />In Cabarrus County's effort to assist the State in meeting the federal participation rates, <br />the department has developed and submitted an application to the NC Division of Social <br />Services for special funding to address the problem. Cabarrus County DSS will partner <br />with Rowan-Cabarrus Community College to prepare clients with skills for work that <br />employers' request. This effort will be supported by intensive social work management, <br />supportive services, and consequences for not cooperating with the program. <br />~~ <br />
