Because of these constraints listed above, we have lost a number of CAP clients, and continue to <br />under spend and receive reduced revenues for these clients. We continue to process and add new <br />clients, but the fragile nature of this population causes us to lose a considerable amount each <br />month. <br />We will continue to provide the outstanding services that we have always provided to these <br />adults, even with the present limitations. We were told by a State official, when they monitored <br />our program earlier this year, Cabarrus County's CAP Program was one of only two in the State <br />that they would classify as an "excellent" CAP program. The other county was very small with <br />only one social worker.
