~~~,e/Ti SITE EVALUATION
-tea
exrending from Llnion Street m the Government Center on Church Streeq wrapping around acentral public green space and cenrered
on die historic courthouse.
This option could produce [wo notable positive elements in downtown Concord. The constntotion of a large courts building, stretching
along the south side of Corban Avenue from Unimr Street m Church Street, would give stronger definieimr to Cortran Street as the edge
of the downtown district, rather than the current low building/surface parking mix, which provides a weak and undefined boundary.
This effect could complement the existing Government Center building to create an even stronger County government campus ac the
intersection of Church Street and Corban Avenue, providing a civic gateway co the downtown district for traffic moving in and out of
town on Corban Avenue.
Purore expansion for the jail could be accommodated in two directions: to the eas[, on the site of the former Clara Harris School, or to
the sotich, along and Lxyond the present Corban Court. This may require substantial regrading, new retaining walls, and other means of
compensating fur the. topography of the site. It is therefore recommended chic if this site is chosen to house a new jail, courts building,
or both, that as much property as possible be acquired initially so that the entire projected building sire can be prepared for present and
furore construction at the same time.
,ipril X104 i 4
G-H
UV6.1
