MEMORANDUM <br />To: Cabamu CounryBoard of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and School CapaciryInformation for The Villages at Dreaming <br />Creek Subdivision <br />Date: 8/20/2007 <br />The Villages at Dreaming Creek subdivision was approved by the City of Concord Plaurring and <br />Zoning Board on July 17, 2007. This subdivision u approved for 57 single family homes and 46 <br />multi-familyunits on +/- 31.77 acres and is located on Concord Parkway. The specifics of the <br />agreement are as follows: <br />• Developer -Yates Properties, LLC, 154 S. Union Street, Concord, NC 28025. <br />• Payment of $4034 per single familylot will be due at Final Platting. <br />• Payment of $1331 per multi-familylot will be due prior to the issuance of building permits. <br />• Proposed build out schedule is no more than 29 single family lots and 28 multi-family <br />building pemtits issued in 2007, and no more than 28 single family lots and 18 multi-family <br />building perntits issued in 2008. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabamu County Schools indicates that <br />schools impacted byThe Villages at Dreaming Creek subdivision are cturentlyfunctioning at the <br />following capacities: <br />Wolf Meadow Elementary School - 127.57% <br />J. N Fries Middle School - 103.38% <br />Jay M. Robinson high School - 114.64% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capaciryupon completion of The Villages at Dreaming Creek subdivision project: <br />Wolf Meadow Elementary School - 143.54% <br />J. N Fries Middle School - 121.06% <br />Jay M. Robinson Hrgh School - 112.45% ('this number is indicative of the loss of students due to <br />the opening of HrckoryRidge High School in August 2007) <br />A new high school is planned for the western part of the county. It is projected to open in 2009 and <br />will provide additional relief for Jay M. Robinson. A new middle school is proposed in 2008 south of <br />Harnsburg that would relieve GG Griffin and J. N. Fries. Also, another middle school is proposed <br />for 2009 in the south central area that could potentiallytake some students from J. N. Fries. An <br />elementaryschool is proposed for 2008 to relieve A.T. Allen and Rocky River elementaryschools. <br />This could give Cabamu County Schools the potential to shift students from RockyRiver <br />Elementaryto Wolf Meadow Elementary in order to reduce their enrollment. Funding has not been <br />identified for these projects, nor land secured. <br />Cabarnu County Schools operating at 110% capacity are considered to be operating at maximum <br />capacity. <br />The Subdivision Lot Inventory Spreadsheet has been updated through August of 2007. <br />G-3 <br />
