MEMORANDUM To: Cabarnu CounryBoazd of Commissioners From: Kassie Goodson Watts/Planner Subject: Consent Agreement and School Capacity Figures for Parkway Commons Date: 8/20/2007 The Parkway Commons Apartment Project was approved by the Kannapolis Plannhrg and Zoning Board on Apri123~, 2007. This project is approved for 532 multi-family apartment uniu on +/-36 acres located on Kannapolis Parkway. The specifics of the agreement are as follows: Developer -American Development Industries, Inc., 149 Plantation Ridge Dr., Suite 180, Mooresville, NC 28117 Payment of $1,331 per unit will be due prior to the issuance of a certificate of occupancy. Proposed build out schedule is no more than 4 apartrrrent buildings in 2008, no more than 9 apartment buildings in 2009, and no more than 7 apartment buildings in 2010. Each building has a maximum of 30 units apiece. Note: The total numbers of phased units are cumulative each year. The APFO worksheet filled out by Mr. Robert Kluuz with Cabarrus County Schools indicates that schools affected by the Parkway Commons Apartment Project are cturently functioning at the following capacities: W.R Odell (Boger in August, 2007) Elementary School - 147.70% Northwest Cabanas Middle School - 104.24% Northwest Cabaznrs High School - 108.16% Including previously approved subdivisions, these schools will be functioning at the following capacity upon completion of the Pazkway Commons project: W.R Odell (Boger in August, 2007) ElementazySchool - 144.50% Note: Boger is projected to open at 81% capacity in August 2007, but with approved subdivisions and apartments, the school will exceed capacity quickly. Northwest Cabartvs Middle School - 139.77% Northwest Cabarnrs Hrgh School - 180.19% The 15-Year Facility Plan proposes a new high school in 2009 to relieve Northwest Cabarnu and Jay M. Robinson. A new middle school is proposed in 2009 in the south central parry of the county to relieve Northwest Cabarrus and Harris Road. A new elementary school is proposed in the western part of the county in 2009 to relieve W.R Odell and an addition is proposed for 2010 to relieve Boger Elementary. Funding has not been identified nor land secured for these projects with the exception of the high school, which the County is currently securing the land for.
