Memorandum <br />To: Board of County Commissioners <br />From: Pamela S. Dubois, Deputy County Manager <br />Date: August 30, 2007 <br />Subject: Budget Revision for Demolition and Landfill Scale House Project <br />A request is being made to increase the budget in the amount of $165,000 using Landfill <br />fund balance. The original budget for the Project totaled $460,000. This figure was <br />estimated without any architectural drawing. Several items during the bid process <br />changed which is causing the request for additional funds and one significant item was <br />inadvertently left out of the budget process. First, we decided that it would benefit the <br />Landfill operations for the Scale House attendant and the Landfill Manager to be located <br />in the same facility. Currently there are two trailers that provide the office space for the <br />scale house attendant and the Landfill manager. Both structures are aged. By combining <br />the two offices, we gain efficiency in operational cost and administration of the scale <br />house operations since the landfill manager is the backup for the scale house attendant. <br />There is no specific dollar figure attached to this change. Also, at the advice of the <br />General Services Director, Kyle Bilafer, we have opted to accept the alternative bid to <br />include a metal roof versus shingles which will serve in reducing the maintenance cost <br />over the life of the building. This additional cost if $8,000. <br />In the current scale house facility, a catwalk exists for the attendant to walk on to view <br />the loads being brought into the landfill to inspect for potential hazazdous materials. In <br />the proposal before you with the assistance of Information Technology, a camera is <br />proposed which will provide this view for the attendant of the top of the loads brought in <br />for dumping. This camera will also function as a surveillance camera to aid in providing <br />security measures since the landfill has experienced many break-ins over the years. This <br />added $5,000 to the project. <br />Due to the location and expansion of the scale house, the existing well has to be <br />abandoned at a cost of $1,000 and a new well dug at a cost of $3,500. This will also aid <br />in the maintenance and cleaning of the new facility in that the current well produces <br />orange water that is not suitable for drinking and stains the facility fixtures. <br />The current scales have been in use since 1992 and are nearly worn out. They were not <br />budgeted as part of the construction project and were inadvertently unbudgeted in the <br />equipment line item. The scales were informally bid at a replacement cost of $65,000. <br />F-~o <br />
