MEMORANDUM
TO: Elected officials/Managers/Staff Members
Cabarrus County/Harrisburg/Mt. Pleasant/Midland
FROM: Mike Byrd/Cabarrus County Commerce Department
DATE: September 19, 2007
SUBJECT: Approval of revised flood maps, and adoption of a new
Flood Damage Prevention Ordinance
Cabarrus County and all municipalities received updated Flood Insurance Rate
Maps (FIRM) earlier this year for comment and review. These maps were provided by a
cooperation of FEMA and North Carolina Emergency Management offices.
To remain eligible for any type of FEMA funding request(s) in the future, al]
municipalities and the County have a six month period to hold a public hearing on the
updated maps and the revised Flood Damage Prevention Ordinance for each jurisdiction
(draft copy attached).
I have received approval from the North Carolina Emergency Management
offices in Raleigh to conduct one public hearing for Cabarrus County, Mt. Pleasant,
Harrisburg, and Midland at the same time and location. All of these jurisdictions would
be referenced in the required public hearing notices in both the Observer and the
Independent Tribune. Conducting one public hearing would save advertising cost for the
applicable parties.
I am proposing a public hearing on the maps and revised ordinance be held on
Wednesday November 5`h at 7:00 PM in the Commissioners Room of the
Governmental Ceuter. The boards referenced above would need to set that time and
location for the hearing at their October meetings. I would like to request this date and
time for the meeting be approved at your meeting in October. The public hearing notice
would be published in both the Cabarms Neighbors and Independent Tribune on 10/21,
10/28, and 11/4/08.
If you have any questions, please let me know.
~" ~o
